Congressional GOP Back President's Proposal to Overhaul Obamacare

US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the ACA, known as Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend session got started, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator stated.

Another senator praised Trump's suggestion on social media, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators expressed concerned responses to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the ACA payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to restart the government and continue the subsidies for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.

"Doing nothing is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some analysts suggested that the essence of such a proposal would eliminate the ACA's requirement that carriers cover individuals with existing health issues.

After his golf outing, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
